Special Enforcement

Commanding Officer:  Major Major Barbara Cavender

  1. The Special Enforcement Section provides proactive enforcement of technology, homeland security and drug investigations.
  2. The License and Permits Unit investigates the applicants for a wide variety of licenses, most notably, liquor licenses. This unit staffs the City's License Review Board.
  3. The High Intensity Drug Trafficking Area (HIDTA) is a task force of local, state and federal officers charged with investigating drug trafficking.
    The Homeland Security Unit is responsible for gathering, collating, analyzing and disseminating information relating to criminal activity that presents a threat to the community.
    1. The Cyber Crime Unit (CCU) investigates computer-related crime. The unit assists in collection and preservation of electronic crime evidence and provides support for other investigations.
    2. The Gangs Squad is responsible for identifying, verifying, monitoring, tracking and suppressing the growth of gang activities and monitoring offenders that carry guns during the commission of a crime.
    3. The Intelligence Squad is responsible for identifying and monitoring organized crime.
    4. The Electronic Surveillance Squad maintains the Department's surveillance equipment, authorizes employees to use equipment and maintains reports on surveillance activities.

A.P.E.X.

The mission of the Atlanta Proactive Enforcement Interdiction (A.P.E.X.) Unit is to identify violent crime patterns utilizing analytical data. To deploy and prevent violent crime and arrest the most violent criminals who are involved in this behavior.

Narcotics Enforcement

The Narcotics Enforcement Unit is responsible for investigating all forms of drug activity. The Unit is also responsible for storage of drug evidence and maintaining chain of custody documents.

  • The Financial Investigations Squad is responsible for preparing forfeiture actions at the State and Federal levels for seizing assets and proceeds belonging to criminals involved in illegal drug activity, gambling, prostitution and all other RICO related incidents.
  • The Weed and Seed Squad proactively rids the community of the criminal element and replaces it with programs to enhance the quality of life for citizens in those communities.
  • The Safe Neighborhood Task Force is Atlanta's participation in Project Safe Neighborhood, a nationwide commitment to reduce gun crime in America by networking existing local programs that target gun crime and providing those programs with additional tools necessary to be successful.
  • The Narcotics Squad is responsible for enforcement of narcotics laws in the areas of undercover buys, raids, and the use of informants to intervene in the supply of narcotics

About the License and Permit Unit

The License and Permit Unit issues many different permits to enforce different aspects of the municipal code, like regulatory permits for alcohol, vending, adult entertainment and tattoo artistry to name a few. The License and Permits Unit also investigates the applicants for a wide variety of licenses, most notably, liquor licenses.
